1. Heard.
2. The present writ petition has been filed for the following reliefs:
“a) Pass an order/ direction to Respondent No.1 to provide 14 days limit to Petitioner to deposit the Performance Security Guarantee, given the facts and circumstances of the case. b) Consequently, to quash the Letter dated 21.10.2025 (Annex-5) issued by the CCL, rejection the prayer of the Petitioner seeking extension of time for submission of Performance Bank Guarantee.
AND / OR c) During pendency of this writ petition, pass an
Order/Direction granting stay on further progress of the tender Ref. No: NIT No. CCL/GM(CMC)/Hazaribagh/GeM/14 on 30.06.2025 (Annexure-1) for execution of the work titled,
"Hiring of HEMM for removal of in-situ RH OB (10.30 Lakh Cum) and extraction and transportation of Coal (5.27 Lte) to

different destinations from proposed Patch-IV at Jharkhand OCP for a period of one year under Hazaribagh Area.”
3. Looking to the facts of the present case, we are of the considered view that the ends of justice would be met in case the petitioner furnishes the performance security deposit of Rs.1,29,50,650/- only on or before 28th November, 2025 by 4:00 p.m. before the competent authority of the respondent-CCL.
4. In case, the petitioner fails to comply with this order then the CCL shall be at liberty to take further action in the matter in accordance with law and it shall have no right to claim on the award of the tender.
5. Accordingly, the writ petition is disposed of.
