CORAM: HON’BLE MR. JUSTICE DEEPAK ROSHAN
For the Petitioners : Ms. Neha Bhardwaj, Amicus Curiae
For the Respondents : Mr. M.K. Roy, GA-I
Mr. Rakesh Ranjan, AC to GA-I
---- 18/ 18.09.2025 Since both these writ applications involve the issue of regularization of the respective petitioners; hence, they are heard together and being disposed of by this common order.
2. It appears that the writ applications were filed in the year 2017.
3. So far as W.P.(S). No. 368 of 2017 is concerned; the ground for rejection is that petitioners were not appointed on sanctioned post. So far as W.P.(S). No. 3720 of 2017 is concerned, there is no order of rejection with respect to claim of the petitioner for regularization.
4. Admittedly, now the State of Jharkhand has come with regularization policy in the year 2015 which was further amended in the year 2019,
5. Ms. Neha Bhardwaj, learned amicus curiae submits that both the writ applications may be disposed of by giving liberty to the

petitioners that they can approach the concerned respondents, if so advised, for redressal of their grievances.
6.
Learned counsel for the respondents has no serious objection.
7. Having regard to the aforesaid facts and submissions made by
learned counsel for the parties, both these writ applications stand
disposed of by giving liberty to the respective petitioners to approach the concerned respondents for regularization of their service, if they have not been regularized.
8. It goes without saying that since learned counsel for the petitioners was not appearing in these cases, accordingly, Ms. Neha Bhardwaj, Advocate was appointed as learned Amicus Curiae to assist the Court. As such, she shall be entitled for her admissible fees from the JHALSA, Ranchi on submissions of her Bill which will be as per the applicable rules. Let a copy of this order be sent to the Member Secretary, JHALSA, Ranchi, for the needful.
