CWPIL No. 25 of 2023 10.11.2025 Present: Court on its own motion. Mr. Sidharth Jalta, Deputy Advocate General, for respondents No. 1 to 5-State. H.C Rajender Dutt No. 30, P.S. Parwanoo, Distt. Solan is present in person. Mr. Tarun Brakta, Proxy Counsel for respondents No. 6 to 8.
Though the matter was decided on 02.06.2025, which is pertaining to the nuisance being created by respondents No. 6 to 8 on account of their running commercial establishments on the highways and noise pollution being created, due to the number of persons visiting the said premises.
2. Keeping in view the earlier orders, we had noticed that creation of a new Police Post at Jabli was not finding favour as such, apparently on account of the fact that Parwanoo was stated to be seven kilometers from the proposed Police Post, whereas Dharampur was also not very far. However, we had
directed that compliance report be submitted regarding enhancement of the strength of two Police Stations keeping in view the fact that request had been received from highest Police Authority of the State, namely, the Director General of Police, which
was required to be looked into by the State at the earliest.
3. Apparently, keeping in view the said observations, the State has had a re-think on the issue and has now created Police Post Jabli under Police Station Parwanoo vide notification dated 29.09.2025/30.09.2025. In pursuance to the earlier
order also, the Superintendent of Police, Solan, vide
order dated 03.11.2025 has also posted as many as eight persons at Police Post Jabli under Police Station Parwanoo.

The affidavit filed by the Superintendent of Police, Solan, dated 10.11.2025 would also go on to show that 23 additional posts have also been created at both the Police Stations Daharampur and Parwanoo and directions have been issued to distribute these posts between both Police Stations. Further, the SHO, Police Station Parwanno has been
directed to identify the suitable accommodation and the office had to make necessary arrangements for providing stationery, computers and vehicles for the said Police Post. The accommodation has yet not been identified as per the report of SHO, P.S. Parwanoo and th e space would be identified as soon as possible. Till then, the functioning of newly created
Police Post has been made through Police Station, Parwanoo.
5. Keeping in view the proactive steps taken by the State, we are of the considered opinion that compliance
report
meets
the
necessary requirements. Accordingly, the compliance report is accepted.
6. Needless to say that the SHO Parwanoo would take effective steps to ensure the setting up of Police Post at Jabli for providing necessary infrastructure in this regard. The proceedings are closed accordingly. (G.S. Sandhawalia)
