IN THE HIGH COURT OF JHARKHAND AT RANCHI W.P.(C) No.2793 of 2025 ----- M/s Niraj Kumar through its sole Proprietor Niraj Kumar .......... Petitioner. -Versus- Bharat Sanchar Nigam Limited (BSNL) through its Chairman and Managing Director, Bharat Sanchar Bhawan, New Delhi & Ors. .......... Respondents. ----- CORAM : HON’BLE THE CHIEF JUSTICE HON’BLE MR. JUSTICE RAJESH SHANKAR ----- For the Petitioner : Mr. Rishikesh Giri, Advocate For the BSNL : Mr. Prabhat Kr. Sinha, Advocate For the GeM : Ms. Khusbhoo Kataruka, Advocate ----- Order No.10 Date: 18.09.2025 1. In compliance of the order dated 1st September, 2025 passed by this Court, the respondent-GeM has made necessary changes in its portal by creating a Demand No.511687727047106 and has requested the BSNL to proceed and create the contract as per the aforesaid order. However, we are informed by the learned counsel for the BSNL that a contract has not so thus far been created. Clearly this action on the part of the respondent-BSNL is contemptuous in teeth of the direction that was passed on 1st September, 2025. 2. As a matter of sheer indulgence and by way of last opportunity, a week’s further time is granted to the BSNL to create the contract as per the order passed by this Court, failing which the officials of the BSNL would be deemed to have aggravated the contempt that already stands committed by them. 3. List on 25th September, 2025 for compliance. 4. In the meantime, status report be filed by the BSNL as also the GeM. (Tarlok Singh Chauhan, C.J.) (Rajesh Shankar, J.) 18th September, 2025 Sanjay/Rohit
