Ms. Priyanka Chauhan, Deputy Advocate General, for respondents No. 1 to 4/State. As per the affidavit filed, it is evident that a Midwife has still not been posted in the Community Health Centre, Tikkar, District Shimla, H.P. and even the Clerks/JOA(ITs) have been deputed from Kotkhai and Rohru. Thus, none of the three officials have been regularly posted at the said Health Centre. Resultantly, we observe that the affidavit filed does not fulfil the obligations expected from the Department to provide services to the residents of the area.
