(Oral) Petitioners, who at present are working as Assistant Linemen, are aggrieved by the non-grant of promotion to the post of Lineman, after their having completed four years regular service as Assistant Lineman.

Though careful perusal of Recruitment & Promotion Rules for the post of Lineman suggests that only Assistant Linemen, possessing the requisite qualification of ITI (Electrical), are entitled for promotion to the post of Lineman, but under the 5% quota, those, who do not possess the said qualification may also be considered, but since such prayer of the petitioners was not considered, they have approached this Court in the instant proceedings.

Mr. Rajan Kahol, learned Additional Advocate General and Mr. V.S.Kanwar, while putting in appearance on behalf of respondent No.1 and respondents No.2 to 4, state that petitioners have never made any request, as has been made in the instant petition, as such, they may be directed to approach competent authority for redressal of their grievance.
4. Having taken note of aforesaid submission made on behalf of learned counsel for the respondents, Mr. S.D. Gill, learned counsel for the petitioners, states that petitioners would be content and satisfied in case directions are issued to the respondents to treat the present petition as representation and decide the same in a time bound manner.
5. Consequently, in view of the above, present petition is
disposed of with a direction to the respondents to treat the present petition as representation and decide the same expeditiously, preferably within four weeks from today, taking note of Recruitment & Promotion Rules for the post of Lineman, which provide for 5% quota for such of the Assistant Lineman, who do not possess requisite qualification of ITI (Electrical). Pending applications, if any, stand
disposed of.
