The said DBS Bank is a private bank and no writ will lie against the private bank. If the bank has defrozen the account on its own, the remedy lies elsewhere. On the contrary, if the defreezing was done by any investigating authority, the investigating authority should be added as a party and relief should be prayed only as against the investigating authority. In either way, the writ petition, as framed, is not maintainable. Therefore, giving such liberty to the petitioner to file appropriate proceedings or fresh writ petition as against the appropriate investigating agency, this writ petition stands dismissed.
