The present Writ Petition is filed to declare the action of the Respondent No.2 in not considering the representations of the Petitioner dated 03.09.2025 and 18.03.2024 for granting promotion as Executive Officer Grade-I (Endowments Department) on ad-hoc basis in Zone-II as per Memo No. REV01- ENDW/128/2024-ENDT-I dated 07.02.2024 as illegal and arbitrary. 2. The Petitioner was initially appointed as Executive Officer Grade-III on 30.04.2013 on compassionate grounds and thereafter he was promoted to the post of Executive Officer Grade-II on 22.02.2018. The next available promotion to the Petitioner is Executive Officer Grade-I as per the Andhra Pradesh Charitable and Hindu Religious Institutions and Endowments and Sub Ordinate Services ( Non Gazetted) Rules. 3. It is stated that the Government had issued a Memo No. REV01-ENDW/128/2024-ENDT-I, dated 07.02.2024, permitting the Commissioner, Endowment Department to fill up the 3 vacancies in the cadre of Deputy Commissioner, Assistant Commissioner, Executive Officer Grade-I, Execution Officer Grade-II and Executive Officer Grade-III as per Rule 10 (a) of the A.P. State Subordinate Service Rules. It is further mentioned in the Memo that the promotions are only a temporary exercise in order to meet the administrative exigencies. It is stated that as the persons similarly situated have been promoted on an ad-hoc/temporary basis to the Executive Officer Grade-I, the Petitioner had submitted the said representations to the Respondent Authorities. As no action has been taken by the Respondent Authorities, the present Writ Petition is filed. 4. Learned Assistant Government Pleader submits that the representations of the Petitioner would be examined subject to the need and necessity of promotion to the post of Executive Officer Grade-I. 5. Considering the submissions made, the Present Writ Petition is disposed of directing the Respondent Authorities to examine the representations of the Petitioner dated 03.09.2025 and 18.03.2024 for promotion to the post of Executive Officer Grade-I subject to the need and necessity in terms of the Memo 4 No. REV01-ENDW/128/2024-ENDT-I, dated 07.02.2024. There shall be no order as to costs.
