When the matter was taken up for hearing today, learned Special Government Pleader appearing on behalf of respondents 1 to 3 placed before this Court written instructions received from the second respondent. The representation made by the petitioner has been acted upon and an enquiry was also conducted. The second respondent has sought for some time to pass final orders. 3.
