Ajay Mohan Goel, Judge (Oral) By way of this petition, the petitioner has, inter alia, prayed for the following reliefs:-
“(i) That writ in the nature of mandamus may kindly be issued directing the respondents no. 1 and 2 to give sanction to the respondent No.3 Company to submit the revised estimate of Drip Irrigation System as per the requirement of the petitioner. (ii) That the respondents 1 and 2 may kindly be directed to give sanction/approval immediately to the respondent company for installation of Drip Irrigation System having ISI marked equipments as per the revised estimate and as 1 Whether reporters of the local papers may be allowed to see the judgment?

2. Learned Legal Aid Counsel after making his submissions for some time further intimated the Court that representation made by the petitioner is still pending with the Authorities concerned.
3. Be that as it may, in light of the issues that stand raised in this petition, though this Court is of the considered view that it may not be possible for this Court to decide the same under Article 226 of the Constitution of India, however, on the request of learned Legal Aid Counsel, this petition is disposed of with the direction that let a fresh representation be filed by the petitioner raising therein the issues raised in this petition within three weeks from today and the Authority shall take an appropriate call thereupon sympathetically within four weeks as from the date of receipt thereof. The petitioner be also heard personally before passing the order. Pending miscellaneous application(s), if any also stand disposed of accordingly.
