It is further submitted that based on the judgment in the case of Hem Chand (supra) a Coordinate Bench of this Court has decided the case of Mehar Singh 1 Whether reporters of Local Papers may be allowed to see the judgment? 2025:HHC:33992 - 2 - i.e. petitioner in CWPOA No.6499 of 2020, on 18.09.2025, with whom the present petitioners are claiming parity being similarly placed. 3. Taking into account the mandate of the Division Bench in the case of Hem Chand (supra) and the Coordinate Bench judgment in the case of Mehar Singh (supra), this Court disposes of the instant petition in the following terms: (i). The impugned order dated 28.08.2017 [Annexure A-9] is quashed and set-aside. (ii). The respondent-Corporation is directed to re- consider the case of the petitioner, in light of judgment in Hem Chand (supra) within a period of four weeks and grant him all the benefits as have been granted to the petitioner in CWPOA No.5730 of 2020.
