1. Heard learned counsel for the parties and perused the record.
2. The instant petition has been filed for the following relief:
"(1) Issue a writ, order or direction in the nature of mandamus commanding the respondent no. 3, the learned Assistant Collector Incharge of Sub Division/ Upziladhikari Gabhana, District Aligarh to approve the proposal dated 04.06.1992 passed by Land Management Committee of Village Jamalpur Siya, Pargana and Tehsil Previously Koil, now Pargana Barauli, Tehsil Gabhana, District Aligarh in respect of allotment of portion of land of gata nos. 130 and 290 in favour of the petitioners for agricultural purpose, who were selected properly in it's meeting dated 04.06.1992 and found eligible persons in the inquiry conducted by the authority authorized by respondent no. 3 within stipulated time given by this Hon'ble Court."
3. Contention of learned counsel for the petitioners is that in the year 1992, a proposal has been made for allotment of lease. Petitioners were under the impression that the lease has been granted and filed an application for mutation in the year 2008 wherein it was discovered that their lease was not never approved.
Learned counsel for the petitioner prayed that respondent may be
directed to accord approval to the resolution passed in favour of the petitioner in the year 1992.
4. Since, the petition is badly barred by laches, I am not inclined to interfere in the matter.
5. Accordingly, the writ petition is dismissed.
