The learned counsel for the petitioner submits that the 3rd respondent - Corporation had invited tenders for the works viz., (i) renovation of canal ramps at Ryves canal bund area in 25th Division (GGMP funds), (ii) construction of a side drain at Marvadi Temple Street (under Sachivalayam-21073110) in Krishna Lanka Division No.22, (iii) construction of a kitchen store room and staircase for the Anganwadi building in Electricity Colony, 13th Division and (iv) construction of culverts at Marrichettu Center and Sivalayam Temple Road in Darsipeta, together with provision of SS railing to Sivalayam Temple N/S in 14th Division (MAUD-10733-29606). Pursuant to the same, the 4th respondent awarded the said works to the petitioner under Agreement Nos.31/2022-23 dated 24.12.2022, 45/2022-23 dated 15.02.2023, Rc.EE3/119248/2022 dated 26.08.2023, and Rc.EE3/108647/2023 dated 02.09.2023, respectively. 2. The learned counsel further submits that the petitioner duly executed all the works and thereafter submitted final bills aggregating to a sum of Rs. 46,42,271/-. It is submitted that the final bills were duly endorsed by the competent authority. A statement detailing the works executed by the petitioner was prepared, progress of the work was recorded in the M- book and the final quality certificates were also issued in confirmation of 3 W.P. No.25699 OF 2025 Date of order: 23.09.2025 due completion. However, in spite of the completion of all procedural formalities, the payment towards the completed works has not been released till date. 3. Heard the submissions of the learned counsel for the petitioner, the learned Government Pleader for Municipal Administration & Urban Development, the learned Standing Counsel for the Corporation and the learned Assistant Government Pleader for Finance and Planning. 4. During the course of hearing, the learned Standing Counsel appearing for the Corporation does not dispute the submissions made by the petitioner with respect to the completion of the work undertaken. 5. Considering the submissions, respondents 2 and 5 are hereby directed to verify and release the payments due payable to the petitioner as expeditiously as possible preferably within a period of six (06) weeks from the date of receipt of a copy of this order. 6. Accordingly, the writ petition is disposed of. No costs. 7. Pending miscellaneous petitions, if any, shall stand closed. ____________________ JUSTICE HARINATH.N BV
