Mr. Rajmal, Panchayat Secretary (respondent No.7), is present in person. Ajay Mohan Goel, Judge (Oral) By way of this petition, the petitioner has, inter alia, prayed for the following reliefs:- “ i. That the writ in the nature of mandamus may kindly be issued to the official of the respondent Sate i.e. Respondent no.-3 to 6 to conduct a fresh, free, fair and independent inquiry by constituting a independent inquiry committee of officers to look into the allegation of financial irregularities and misappropriation of public funds committed by Respondent No.-8 as alleged by the petitioner in annexure P-1, P-3 and P-4, against the respondent no.-8. ii. Direct initiation of disqualification proceedings against 1 Whether reporters of the local papers may be allowed to see the judgment? 2 2025:HHC:36826 Respondent No. 8 under the H.P. Panchayati Raj Act for misuse of public funds if allegation made in the complaint of petitioner against respondent no.-8 prove on inquiry. iii. Direct criminal investigation by registering FIR under relevant provisions of BNS and against Prevention of Corruption Act Respondent No. 8 for misappropriation of State funds.” 2. In light of the prayer made in the writ petition, the same is being disposed of with the observation that in case any complaint etc. has been filed by the petitioner, the Authorities concerned may deal with the same in accordance with law. It is clarified again that this Court has not made any observation on the merits of the issues raised in the writ petition and the complaints/representations filed, if any, shall be decided after hearing the respondents, in accordance with law.
