Dharamshala, has brought the file of the representation of the petitioner in a sealed cover. The sealed cover was opened and perusal of the file demonstrates that 1Whether reporters of the local papers may be allowed to see the judgment? 2 2025:HHC:34436 despite a clear cut direction passed by the Court to decide the petitioner’s representation by 30.09.2025, the matter was dealt with in a completely careless manner by the Office of the Deputy Commissioner, Kangra, which does not behave the Office of the Deputy Commissioner. 2. In light of the fact that there was a positive direction issued by this Court to decide the representation of the petitioner before 30.09.2025, the Officer concerned was obliged to do the needful by 30.09.2025 and if there was any difficulty faced by him, then he was duty bound to have had approached the Court seeking extension of time. However, non-compliance of the order, indeed, is a willful contempt of the Court order. 3. At this stage, the Officer present in the Court in person, has tendered his unconditional and unqualified apology and has assured the Court that needful will be done by him forthwith. His apology is taken on record. 4. In view of the above, these proceedings are closed, with the observation that now let the representation of the petitioner be positively decided by 15.10.2025. Petitioner shall appear before the Deputy Commissioner, Kangra, in person on 3 2025:HHC:34436 13.10.2025 at 11:00 am. Notice discharged. 5.
