ORDER:- The present Writ Petition is filed questioning the inaction of the Respondent Nos. 4 to 6 in implementing the Proceedings in Rc.No. A2/539/2025, dated 25.07.2025 as illegal and arbitrary. 2. The Petitioners have been initially appointed as Village Surveyor (Grade-Ill) in the A.P.Survey and Land Records Subordinate Service, vide Proceedings, dated 14.11.2019 by the Respondent No.7. Initially Petitioner No.1 Rajampety Mandal; the Petitioner No.2 Vontimitta Mandal and the Petitioner No.3 the posted at Vardhaiahgaripalli Village Secregtariat, was posted at Salabad Village, was posted at Pullaredypalli, Kalasapadu Mandal. While so, the Petitioners were transferred to T. was Sundupalli Village, Settipalli Village, Railway Koduru Anantarajupet-2 Village of Annamayya District respectively. Fresh counseling was conducted pursuant to G.O.Ms.No.23, G.O.Ms.No.5, dated 12.06.2025. As the Petitioners were transferred to the places, which they have not opted, they had given a representation, requesting to reconsider the order of transfer. Mandal and dated 15.05.2025 and

It is also stated that the Petitioners while transferring of the places, which are geographical disadvantage and considering the family scenario, the Petitioners are finding it extremely difficult to attend the office at the transferred places. It is also stated that the District Survey and Land Records
Officer i.e Respondent No.5 had addressed i.e The District Survey and Land RC.A2/539/2025, dated 25.07.2025 a letter to the Respondent No.6 Records, Annamayya District, vide requesting to be transferred the YSR Kadapa District, K. Mandal, YSR Kadapa District Mandal, YSR Kadapa District Petitioners to Letapalii Village, Kamalapuram Mandal, Thimmapuram Village, Muddanur and Bheemagundam Village, Peddamudiem respectively along with others. But Hence, the present Writ Petition came to be filed. no further steps had been taken thereof. 4. Learned Assistant Government Pleader Respondents, on instructions, would submit that the during period when the transfer ban for Services-I for the proceedings were issued was relaxed and transfer ban shall into force with effect from 01.07.2025. It is further contended that come as long as case cannot be considered for transfers. The Petitioners did not join in the new station as per transfer orders ban is in vogue the Petitioners have been making representations requesting for modification of the same. 5.
Considering the difficulties expressed by the Petitioners, without going into the entitlement of the right of the Petitioners for being the vacant posts mentioned in the letter dated 25.07.2025, this Court inclined to dispose of the Writ Petition at the considered in IS stage of admission, with the consent of both the counsel with following directions; I) The Petitioners are directed to submit fresh Respondents by expressing their representation to the grievance with regard to proceedings issued
pursuant to G.O.Ms.No. 5, dated 12.06.2025 within two (02) weeks from the date of receipt of a copy of this order. ii) On such submission, Respondents are directed to examine the case of the Petitioners individually and to re-examine the orders of transfer iii) In the event of the difficulties expressed by the Petitioners are found to be genuine, the Respondents shall take further action in terms of letter dated 25.07.2025 issued by the Respondent No.3, within eight (08) weeks thereafter. 6. With the above direction, the Writ Petition is disposed of. No costs. As a sequel, miscellaneous applications pending, if any, shall stand closed.
