ORDER:
This Writ Petition is filed under Article 226 of Constitution of India with the following prayer for:
“…to issue an order or direction more particularly one in the nature of writ of Mandamus declaring the action of the respondents herein in not extending the benefit of 12 years and 20 years special grade stagnation increments by counting the removal period as illegal, unjust and arbitrary and as such consequently direct the respondents herein to extend the benefit of 12 years and 20 years stagnation increment to the petitioner by counting the service from 01.05.1994 and to pay the arrears from the date of entitlement by refixing his pay with interest forthwith in the interest of justice and to pass…”
2. Heard Sri S.M.Subhan, learned Counsel for the petitioner and Sri Venkateswarlu Sanisetty, learned Standing Counsel for A.P.S.R.T.C for the respondents through V.C.

Learned Counsel for the petitioner would submit that in the light of the counter filed by the respondent-Corporation, the Court may pass appropriate orders. 4. As can be seen from the counter filed by the respondent-Corporation, the petitioner was granted 12 years Special Grade Stagnation increments vide O/O No. E2/544(1)/07-RM(O) dated 05.09.2007 with effect from 01.08.2007. But it is not implemented due to the punishments of deferment of increments or reduction of pay pending against the petitioner. It is also mentioned in the counter that 20 years stagnation increments was not sanctioned to the petitioner. Meanwhile, he retired from his service. In the light of the

punishments which are pending against the petitioner, the respondent- authorities have not implemented the order of sanction of 12 years Special Grade Stagnation increments. It is beneficial to extract the punishments which are imposed against the petitioner herein: (1) Censured in C & T irregularities on 25.03.95. (2) Censured in C & T irregularities on 19.03.96. (3) Annual Increment Deferred (AID) for a period of 6 months w.o.c.e. in C & T case. (4) AID for a period of one year w.o.c.e. in C & T Case. (5) AID for a period of six months w.o.c.e. in C & T Case. (6) AID for a period of six months w.o.c.e. in C & T Case. (7) AID for a period of three months w.o.c.e. in C & T Case. (8) AID for a period of six months w.o.c.e. in C & T Case. (9) AID for a period of three months w.o.c.e. in C & T Case. (10) AID for a period of one year w.o.c.e. in C & T Case. disposed of directing the respondent-Corporation to release the 12 years stagnation Special Grade increments to the petitioner as per his entitlement according to law. No order as to costs.
