THE TAHSILDAR, KOTABOMMALI MANDAL, SRIKAKULAM DISTRICT. ...RESPONDENT(S): Petition under Article 226 of the Constitution of India praying that in the circumstances stated in the affidavit filed therewith, the High Court may be pleased to issue an appropriate Writ, order or direction more particularly one in the nature in WRIT of MANDAMUS aggrieved by (i) the impugned action of the 3rd to 6th Respondents in denying the Petitioner Legitimate Right to participate into selection process and not allowing for Certificate Verification to the post of School Assistant English and School Assistant Biological Science in Mega DSC, 2025 on the ground that non production of Caste Certificate and verbally rejecting his selection without allowing into selection process and (ii) not giving Provisional appointment to the Petitioner as per Rule 19 of AP (SC, ST BC) issue of Community, Nativity and Dob Certificate Rules, 1997 and (iii) illegally cancelling the Petitioners caste certificate in SI.No 01/2022 Dated 14.11.2022 by the 8th Respondent vide impugned proceedings in Rc.No 418/2022 B Dated 16.12.2022 without issuing any prior notice (the same is non-serving one which was served to Petitioner on 29.8.2025 at Respondents Office) which is without any authority and which is violative of the Constitution (Scheduled Tribes) Order, 1950, the Schedule Castes and Schedule Tribes Orders (Amendment) Act, 1976, 2002, The (Scheduled Castes, Scheduled Tribes, Backward Classes) issue of Community and Nativity and Date of Birth Certificates Rules, 1997 which is highly illegal, unjust, and contrary to law and violations of Principles of Natural Justice and contrary Articles 14, 16 21 of Constitution of India, And consequently direct the Respondents to forthwith conduct the Certificate Verification to the Petitioner and appoint the same in the post of School Assistant English in Mega DSC, 2025 as per his eligibility and , if requires appoint the petitioner provisionally as per the above rule and further set aside the impugned proceedings of 8th Respondent in Rc.No.418/2022 B Dated 16.12.2022 and consider the same and pass such other order. 3 IA NO: 1 OF 2025 Petition under Section 151 CPC praying that in the circumstances stated in the affidavit filed in support of the petition, the High Court may be pleased to direct the Respondents to forthwith permit the petitioner in selection process and to conduct the certificate verification to the Petitioner with respect to the post of School Assistant (English) in Mega DSC, 2025, and appoint the Petitioner to said position according to his eligibility and if necessary to appoint the Petitioner provisionally in pursuant to the Rule 19 of AP (SC, ST BC) issue of Community, Nativity and Dob Certificate Rules, 1997 suspend the impugned proceedings of 8th Respondent in Rc.No.418/2022 B Dated 16.12.2022, pending disposal of the writ petition and pass such other order.
