Though number of grounds with regard to eligibility of the respondent to claim stepping up for pay are being raised in this petition under Article 227 of the Constitution of India, we find that all those grounds were not raised by filing reply before the Tribunal. Therefore, we are not inclined to interfere with the order. 2. At this stage, learned counsel for petitioners seeks liberty to file review. It goes without saying that if the petitioners have any grounds available under the law to seek review, it would be open for the petitioners to seek review. 3. Accordingly, the writ petition is dismissed. (UMA SHANKER VYAS),J (MANINDRA MOHAN SHRIVASTAVA),CJ F.R. Bohra & Danish/19
