Counsel for petitioner states that portal has been unblocked and in view of provisions of law, he is entitled to refund of amount paid by him in excess of what was required to be paid as also release of security which was given as an interim measure. Counsel states that petitioner will apply to the authority and authority be directed to consider the application and dispose the same in a time bound manner. 2. Counsel for respondents leaves it to the Court, but at the same time, states that show cause notice has been issued and adjudication is in process. 3. We dispose petition with the following order keeping open all rights and contentions of parties: (a) Petitioner may apply for return of security as also refund which counsel states will be applied within two weeks from today. (b) Application shall be disposed within six weeks after receiving their application, but before passing an order, which shall be a reasoned order, dealing with all submissions of petitioner, personal hearing shall be granted. Notice of personal hearing shall be communicated at least five working days in advance. 4. Petition disposed with no order as to costs. 5. Consequently, IA also stands disposed.
