Considering the leave having been sought for on behalf of the petitioner, the present writ petition is dismissed as withdrawn with a liberty to the petitioner to approach the appellate authority as per the provision contained in Rule 65 of the Jharkhand Minor Mineral Concession Rules, 2004, amended in 2017.
4. Accordingly the instant writ petition stands
