Roshan, learned counsel appearing for the petitioner and Mr. Shyam Sharma, learned GA appearing for the respondents. [2] At the outset, the learned counsel appearing for the petitioner submitted that for redressing the grievances raise by the petitioner in the present writ petition, she has already approached the Deputy Commissioner/Collector Land Acquisition, Imphal East District, Manipur (Respondent no.2) by submitting a representation dated 27.05.2025 and that the said representation is still pending for consideration and disposal till today. The learned counsel also submitted that the petitioner will be satisfied for the time being if the present writ petition is disposed of by issuing an innocuous direction to the Deputy Commissioner/Collector Land Acquisition, Imphal East District, Manipur (respondent no. 2) to consider the said representation submitted by the petitioner on its own merit and strictly in terms of the applicable law and to disposed of the same by issuing a speaking order within a stipulated period. [3] Mr. Shyam Sharma, learned GA appearing for the respondents fairly submitted that as the prayer made on behalf of the petitioner is confined to consideration and disposal of the WP(C) No. 517 of 2025 Page 3 representation submitted by the petitioner, he has no objection in disposing of this writ petition as prayed for by the learned counsel appearing for the petitioner. [4] Considering the submission advanced by the learned counsel appearing for the parties and the limited prayer made on behalf of the petitioner, this Court is of the considered view that it will meet the ends of justice by issuing the following directions:- (i) The Deputy Commissioner/Collector Land Acquisition, Imphal East District, Manipur (respondent no. 2) is hereby directed to consider the aforesaid representation dated 27.05.2025 submitted by the petitioner on its own merit and strictly in terms of the applicable rules/guidelines and to disposed of the same by issuing a speaking order. (ii) After passing of a speaking order in connection with the aforesaid representation submitted by the petitioner, the respondent no. 2 shall furnish a copy of the same to the petitioner within a period of 2(two) weeks from the date of issuing such an order. (iii) It is made clear that the consideration and disposal of the representation by the respondent no. 2 should be completed within a period of 3(three) WP(C) No. 517 of 2025 Page 4 months from the date of receipt of certified copy of this order.
