The petitioners have filed this petition seeking the following relief(s):- 10.1 The Hon'ble Court may kindly be pleased to quash/set- aside the impugned recruitment notice dated 18.07.2018 (Annexure P-1) issued by the respondent no. 3. 10.2 The Hon'ble Court may kindly be pleased to issue writ/order/direction towards the respondent authorities to provide reservation of 15% posts for departmental candidates as per earlier recruitment notice (Annexure P-2 and P-3). Learned counsel appearing for the petitioners would submit that recruitment notice was issued on 18.07.2018 by respondent No. 3 whereby online applications were invited for post of Assistant Engineer in the different disciplines, but the respondent authorities failed to provide reservation for the departmental employees. He would contend that according to circulars issued by the department dated 07.01.2010 and 03.08.2012, 15% vacancies should have been reserved for eligible departmental candidates. He would submit that the interim order was passed in favour of the petitioners on 30.08.2018 to the effect that the recruitment made shall be subject to final outcome of this writ petition. He would further contend that at the relevant time, the petitioners were working on the post of Junior Engineer (Civil) under the respondents as they were appointed in the year 2011. He would contend that the petitioners were eligible to participate in the limited competitive examination for the post of Assistant Engineer, but no reservation was provided to the departmental employees, therefore, they could not participate in the said examination. He would pray to allow this petition. 3. On the other hand, learned counsel appearing for the respondents would submit that the recruitment process has already been completed. He would contend that the decision to provide 15% reservation to the departmental candidates was abolished pursuant to decision taken by the Board of Directors of the State Power Holding Company on 16.02.2018 and said decision has not been challenged by the petitioners. He would contend that the petition deserves to be dismissed. 4. I have heard learned counsel for the parties and perused the documents. 5. The recruitment notice was issued on 18.07.2018 and the process has already been completed. The selected candidates have already joined 3 services. Though earlier there was provision in the department to provide 10- 15% reservation to the departmental employees in recruitment process particularly for promotion, but later on that decision was withdrawn by the Board of Directors of the State Power Holding Company in Board's 46th meeting dated 16.02.2018. The petitioners have not challenged the decision of Board dated 16.02.2018 though the resolution/decision passed by the Board of Directors has been placed on record by the respondents. Further the recruitment process has already been concluded, therefore, also no case is made out for interference. 6. Consequently, the petition fails and is hereby dismissed. 7.
