Heard M. Hemchandra, learned Sr. counsel assisted by Mr. Rendy M., learned counsel appearing for the petitioner; and Mr. H. Samarjit, learned Sr. counsel assisted by Mr. Amri, learned counsel appearing for the respondents. In view of the limited prayer made on behalf of the petitioner and as agreed to by both the counsel appearing for the parties, the present writ petition has been disposed of at the motion stage itself. At the outset, Mr. M. Hemchandra submitted that the petitioner will be satisfied if the present writ petition is disposed of by directing the Administrative Secretary (RD&PR), Government of Manipur and the Chief Engineer, Rural Engineering Department, Government of Manipur to consider the reminder representation dated LUCY GURUM AYUM Digitally signed by LUCY GURUMAYUM Date: 2025.10.17 14:53:29 +05'30'

13.10.2025 on its own merit and strictly in terms of the applicable rules/guidelines and to dispose of the same by issuing a speaking
order within a stipulated period. Mr. H. Samarjit, learned Sr. counsel appearing for the respondents fairly submitted that as the prayer made on behalf of the petitioner is confined to consideration and disposal of the reminder representation submitted by him, he has no objection in disposing of this writ petition as prayed for by the learned Sr. counsel. Considering the submission advanced by the learned counsel appearing for the parties, this Court is of the consider view that it will be in the interest of justice to issue the following directions; (i) The Administrative Secretary (RD&PR), Government of Manipur and the Chief Engineer, Rural Engineering Department, Government of Manipur are hereby directed to consider the reminder representation dated 13.10.2025 submitted by the petitioner on its own merit and strictly in terms of the applicable rules and to dispose of the same by issuing a speaking order.

(ii) The whole exercised should be completed within a period of three months from the date of receipt of certified copy of this order. (iii) It is made clear that the aforesaid direction had been issued without touching on the merit of this writ petition. With the aforesaid directions, the present writ petition is
disposed of.
