Mr. Shibjit Mitra …for the Petitioner Ms. Susmita Chatterjee …for WBSEDCL The petitioner seeks an electricity connection for his residential premises located at Benipur, Singur, Hooghly. Learned counsel appearing for the West Bengal State Electricity Distribution Company Limited (WBSEDCL) submits that, following the petitioner’s application, a quotation was issued to him. The petitioner has duly paid the requisite charges. Upon inspection, WBSEDCL found that three poles needed to be erected. However, due to obstruction caused by Respondent Nos. 5 and 6, the poles could not be installed. Learned counsel for WBSEDCL further submits that the poles are to be erected along a common passage. Respondent Nos. 5 and 6 are not represented. The affidavit of service filed by the petitioner is kept on record. In light of the foregoing, there is no justification to keep this writ petition pending. Accordingly, the writ petition is 2 disposed of with a direction to WBSEDCL to effect the electricity connection at the petitioner’s premises within three weeks from the date of communication of this order. The Officer-in-Charge of Singur Police Station is directed to extend necessary assistance to the officials of WBSEDCL for the implementation of this order. The cost of such police assistance shall be borne by the petitioner. It is clarified that Respondent Nos. 5 and 6 are at liberty to approach the concerned District Magistrate in terms of Rule 3 of the Works of Licensees Rules, 2006, for redressal of any grievance. However, the District Magistrate shall be limited to considering the issue of payment of compensation or rent in their favour by the licensee company.
