Syed Murtaza Ahmed, learned counsel appearing for the petitioner submitted that the present writ petition can be disposed by giving liberty to the petitioner to approach the respondent no. 1 by filing a fresh representation for redressing the grievances raise by the petitioner in the present writ petition within a stipulated period and also by directing the respondent no. 1 to consider the said representation on its own merit and strictly in terms of the applicable rules and to dispose of the same by issuing a speaking order within as stipulated period. Mrs. L. Monomala, learned GA appearing for the respondent nos. 1 & 2; and Mrs. Momota, learned Sr. counsel appearing for the respondent no. 3 submitted that they have no objection in disposing of the present writ petition as prayed for by the learned Sr. counsel appearing for the petitioner. LUCY GURUM AYUM Digitally signed by LUCY GURUMAYUM Date: 2025.10.10 13:06:21 +05'30' Page 2 Considering the submission made by the learned counsel appearing for the parties, this Court is of the consider view that it will be in the interest of justice to issue the following direction; (i) The petitioner is at liberty to submit a fresh representation to the Administrative Secretary (University and Higher Education), Government of Manipur for redressing her grievances raise in the present writ petition within a period of one week from today. (ii) In the event of submitting such representation, the concern authorities of the State Government is hereby directed to consider the said representation on its own merit and strictly in terms of the applicable law and to dispose of the same by issuing a speaking order. (iii) The whole exercise should be completed within a period of three months from date of receipt of the said representation submitted by the petitioner. (iv) It is made clear that the aforesaid direction has been given without touching upon the merit of this writ petition. With the aforesaid direction, the present writ petition is disposed of.
