Heard Mr.M.Elango, learned counsel for the petitioner, Mr.K.Karthick Jagannath, learned Government Advocate appearing for respondents 1 and 2 and Mr.N.R.R.Arun Natarajan, learned Special Government Pleader appearing for respondents 3 and 4. 3. The refusal check slip has been issued by the second respondent mainly on the ground that the petitioner will have to get a No 2/4 https://www.mhc.tn.gov.in/judis Writ Petition No.7036 of 2025 Objection Certificate from the temple which claims ownership over the property. 4. In the considered view of this Court, in order to deal with cases of this nature, directions were issued by the Division Bench of this Court in Sudha Ravi Kumar v. The Special Commissioner [2017 (3) CTC 135]. Paragraph No.25 deals with the guidelines that were given to registering authority to conduct a summary enquiry and take a decision. 5. In view of the above, there shall be a direction to the respondent to conduct a summary enquiry, issue notice to the petitioner and to the fourth respondent as per the guidelines issued by the Division Bench and take a decision to either register the document or in case, it is refused, to issue refusal check slip by assigning proper reasons within a period of four (4) weeks from the date of receipt of a copy of this order.
