[1] This matter is settled in the mediation. [2] Present Mr. N. Rameshwor, learned counsel on behalf of the petitioner and Mr. Th. Sukumar, learned Government Advocate for the State respondents. [3] The parties have amicably settled the matter in the mediation proceeding dated 06-10-2025 which is reproduced as under:— <HIGH COURT MEDIATION CENTRE, HIGH COURT OF MANIPUR Writ Petition (Civil) No. 195 of 2023 Sorensangbam Sachindra Singh …………PETITIONER -Versus- The State of Manipur & 4 Ors. ….…….RESPONDENTS Date: October 6, 2025 SETTLEMENT AGREEMENT This Settlement Agreement is entered into BETWEEN Sorensangbam Sachindra Singh, by profession Advocate, aged about 60 years, S/o S. Lakshmikanta Singh, a resident of Keishamthong Elangbam Leikai, P.O. & P.S. Imphal, District – Imphal West, Manipur [Petitioner of the WP(C) No.
195 of 2023], (HEREINAFTER CALLED AS <THE FIRST PARTY=)

AND Elangbam Brojendro Singh, aged about 44 years, S/o late E. Bhubaneshwor Singh, a resident of Keishamthong Elangbam Leikai, P.O. & P.S. - Imphal, District - Imphal West, Manipur, who represents The Smart Society, Manipur [Respondent No. 4 in WP(C) No. 195 of 2023] as its General Secretary of SMART Society, Manipur, and also the Salai Holdings Pvt. Ltd. [Respondent No. 5 in the WP(C) No.195 of 2023, as its Managing Director) (HEREINAFTER CALLED AS <THE SECOND PARTY=) WHEREAS,
1. The First Party filed Writ Petition (Civil) No. 195 of 2023 against the Second Party and 4 (Four) Others before the Hon’ble High Court of Manipur and the said Writ Petition (Civil) No. 195 of 2023 was referred to the High Court of Manipur Mediation Centre vide an Order dated 22/07/2025 passed by the then Hon’ble Chief Justice Kempaiah Somashekar. 2. The High Court Legal Services Committee, High Court of Manipur appointed Shri Aribam Gautam Sharma, Advocate as Mediator for conducting mediation in connection with the Writ Petition (Civil) No. 195 of 2023 on 05/08/2025. 3. Five mediation sessions were held between the parties on 01/08/2025, 07/08/2025, 22/08/2025, 15/09/2025, and 01/10/2025.
The Parties, with the assistance of the Mediator, and proactive participation of the counsels for the Parties, have voluntarily arrived at an amicable solution resolving the abovementioned matter. 4. The Parties hereto confirm and declare that they have arrived at this Settlement Agreement voluntarily, and of their own free will, in the presence of their respective counsels and the Mediator. 5. The following settlement has been arrived at between the Parties hereto: (a) It has been agreed and undertaken by the Parties that the Second Party shall pay to the First Party a sum of

Rs. 6,00,000/- (Rupees Six Lakh) out of the total due amount of Rs. 7,00,000/-(Rupees Seven Lakh), after adjusting the interest of Rs. 1,00,000/-(Rupees One Lakh) which has been already enjoyed by the First Party, as per the terms of the present Settlement Agreement. (b) The payment of the above amount shall be as under: (i) The Second Party shall pay by depositing in favour of First Party Rs. 4,00,000/- (Rupees Four Lakh) to his savings bank account no.10383477051 maintained at SBI Uripok Branch, in the following terms: First Installment: Rs. 1,00,000/- on or before 30th April, 2026; Second Installment: Rs. 1,00,000/- on or before 30th June, 2026; Third Installment: Rs. 1,00,000/- on or before 30th December, 2026; Fourth Installment: Rs. 1,00,000/- on or before 28th February, 2027. The Second Party shall ensure payment of each installment on or before the 30th day of the respective month without fail. (ii) Remaining Amount: The Second Party shall pay to the First Party the due amount of Rs. 2,00,000/- (Rupees Two Lakh) after disposal of the pending cases before the BUDS Court and subsequent revival of the Second Party’s SALAI Company/SMART Society, Manipur. It has been agreed between the parties that after receipt of the aforesaid full and final settlement amount paid to the First Party, the First Party shall neither make nor shall file any claim, petition, complaint, suit, application etc. against the Second Party.

(c) Both the Parties shall pray to the Hon’ble High Court of Manipur that the present Writ Petition (Civil) No. 195 of 2023 may be disposed of in terms of the present Settlement Agreement. 6. By giving consent to this Settlement Agreement, the Parties hereto state that they shall have no further claims or demands against each other and all the disputes and claims have been amicably settled through the process of Mediation. 7. That the parties undertake before the Hon’ble Court to abide by the terms and conditions set out in the agreement and not to dispute the same hereinafter in future. The Parties further agree and undertake that they shall not resile from the present Settlement Agreement. 8. Both the Parties have agreed that they are entering into the present Settlement Agreement voluntarily, out of their own free will and volition. The Parties further state that they have understood the contents of the present Settlement Agreement as the same have been explained to them by the Mediator and their respective counsels, in the presence of each other. 9. The First Party (Petitioner of the Writ Petition (Civil) No.195 of 2023) has also agreed not to press further the matter of the Writ Petition (Civil) No. 195 of 2023 against the Respondent Nos. 1, 2, and 3, in the light of the present Settlement Agreement signed between himself and the Second Party who is the original cause of the aforesaid Writ Petition.
