Petition under Article 226 of the Constitution of India praying that in the circumstances stated in the affidavit filed therewith, the High Court may be pleased to issue an order, writ or direction, more particularly one in the nature of WRIT OF MANDAMUS declaring the action of the respondents in not paying the amount of Rs.l,27,45,170/-in total due even after finalizing the bills, payable to the petitioner after the successful completion of the training programs i.e Advanced Capacity Building and Trainings for the Respondent No.4 i.e Andhra Pradesh State Disaster Response Force (APSDRF) and other Respondents Cops as per the G.O.Rt.No.68 dated 11.11.2022 through its Revenue (Disaster Management.Il) Department and Rc.No.796/Trg.3/2022 between December 2022 to March 2023 at the ITUS Academy, Kolad, Maharashtra, duly approved by the respondents, as illegal, arbitrary, unjust, unreasonable and violative of fundamental rights guaranteed to the Petitioner under Articles 14 and 21 of the Constitution of India and consequently direct the respondents to release an amount of Rs.1,27,45,170/- towards the successful completion of the training programs i.e Advanced Capacity Building and Trainings for the Respondent No.4 by the petitioner along with 12% interest per annum and to pass

ORDER:
The instant Writ Petition is filed by the Petitioner seeking indulgence of this Court under Article 226 of the Constitution of India for the following relief:
“.... to issue an order, writ or direction, more particularly one in the nature of WRIT OF MANDAMUS declaring the action of the respondents in not paying the amount of Rs.l,27,45,170/-in total due even after finalizing the bills, payable to the petitioner after the successful completion of the training programs i.e Advanced Capacity Building and Trainings for the Respondent No.4 i.e Andhra Pradesh State Disaster Response Force (APSDRF) and other Respondents Cops as per the G.O.Rt.No.68 dated 11.11.2022 through its Revenue (Disaster Management.Il) Department and Rc.No.796/Trg.3/2022 between December 2022 to March 2023 at the ITUS Academy, Kolad, Maharashtra, duly approved by the respondents, as illegal, arbitrary, unjust, unreasonable and violative of fundamental rights guaranteed to the Petitioner under Articles 14 and 21 of the Constitution of India and consequently direct the respondents to release an amount of Rs.1,27,45,170/- towards the successful completion of the training programs i.e Advanced Capacity Building and Trainings for the Respondent No.4 by the petitioner along with 12% interest per annum and to pass ...”
Heard learned counsel for the Petitioner and learned Government Pleader for Home appearing for respondent State. Perused the material on record.
At the time of hearing, learned Government Pleader for Home placed on record the letter dated 15.09.2025 addressed by the Principal Finance Secretary to Government. The relevant paragraph reads as under:
It is informed that the proposal is received in this department for sanction of budget which is under submission.After sanction of budget, the administrative department will be instructed to upload the bill for payment. Further, the bill will be cleared on ways and means position.

Learned counsel for the Petitioner would submit that time may be fixed for compliance and for release of the amounts to the Petitioner/company as the company completed all the works about a year back.
At this juncture, learned Government Pleader for Home sought four months time for clearance of the bills to the Petitioner/ Company.
Considering the circumstances and having regard to the facts and circumstances of the case, it is apposite to grant ten weeks time to respondent authorities to clear the bills of the Petitioner which are pending with the authorities and see that all amount will be credited to the Petitioner accordingly.
With the above direction, this Writ Petition is disposed of. No order as to costs.
Pending applications, if any, shall stand closed.
