ORAL ORDER
1. In this petition, the petitioner seeks the following reliefs-
“a) Issue appropriate writ or writs quashing the FIR in Crime No.116/2024 dated 26.03.2024 vide Annexure-E registered by Jayanagar Police and now transferred to V.V. Puram Police Station, Bengaluru and pending on the file of

Court of 2nd Addl. Chief Judicial Magistrate at Bengaluru for the offence punishable under Section 34, 419, 420, 467, 468 and 471 of IPC insofar as it relates to the petitioner / accused No.7; b) Issue appropriate writ or writs directing the respondent No.2 to consider and pass orders revoking the Look Out Circular (LOC) bearing No.2025409429, reference No.2025/6099/00001690 dated 12.03.2025 as requested under Annexure-M dated 30.05.2025 bearing No.NIL; c) Issue appropriate writ or writs permitting the petitioner to travel to the Kingdom of Bahrain in
order to join employment; d) Grant such other writs, orders, directions or reliefs as this Hon’ble Court deems fit to grant in the facts and circumstances of the case.”
2. A perusal of the material on record would indicate that on 26.03.2024 on the basis of a complaint lodged by respondent No.4, the respondent No.3 registered FIR in Crime No.116/2024 against three accused persons excluding the petitioner for the offences punishable under Sections 419, 420, 467,

468 and 471 read with Section 34 of IPC. Subsequently, on 30.04.2025, the petitioner working in Kingdom of Bahrain arrived in India and was taken into custody by the respondents No.1 to 3 and subsequently enlarged on bail vide order dated 08.05.2025, whereby the learned Magistrate imposed several conditions including directing the petitioner to appear before the Investigating Officer on first Sunday of every month.
3. In the meanwhile, on 23.05.2025, respondents No.1 to 3 issued the impugned “Look Out Circular” (LOC) dated 12.03.2025 which is assailed in the present petition along with the other reliefs sought for by the petitioners.

Learned counsel for the petitioner, on instructions, submits that if the LOC is quashed, the petitioner would abide by and comply with the terms and

conditions of the bail order and that he would withdraw relief No.(a).
5. Submission is placed on record.
6. In view of the aforesaid facts and circumstances and the undisputed fact that the petitioner is employed in the Kingdom of Bahrain and undertakes to comply with the conditions imposed in the bail order which
directed him to appear before the Investigating Officer on First Sunday of every month, I am of the considered opinion that the impugned LOC issued as against the petitioner deserves to be quashed and the petition is disposed of accordingly.
7. In the result, I proceed to pass the following –
ORDER i. This Petition is disposed of. ii. The impugned Look Out Circular dated 12.03.2025 bearing No.2025409429, reference No.2025/6099/00001690 is hereby quashed.

iii. Petitioner is directed to comply with and abide by the terms and conditions imposed in the bail
order dated 08.05.2025 passed in Crime No.116/2024. iv. Liberty is reserved in favour of respondent to issue a fresh / New Look out Circular, in the event petitioner follows any of the terms and conditions of the bail order. v. The respondent No.3 is
directed to communicate the present
order to the respondents No.2 to withdraw the NOC immediately.
