Having taken note of the submissions made by learned counsel appearing for the petitioner and learned Additional Government Advocate, it is noticed that the impugned order is of the year 2014 and there is delay of nine years in challenging the impugned order at Annexure-J. No acceptable reasons have been shown for condoning the inordinate delay of nine years in challenging the impugned order. 3. In that view of the matter, following the declaration of law made by the Hon'ble Supreme Court in the case of MRINMOY MAITY Vs.
