[1] Present Mr. Kh. Tarunkumar, learned senior counsel assisted by Mr. W. Jamon, learned counsel on behalf of the petitioner; Mr. Phungyo Zingkhai, learned Dy. Government Advocate on behalf of the State respondents; and Mr. P. Tamphamani, learned counsel along with Mr. Ramnik Mishra, learned counsel for Cycling Federation of India. [2] WP(C) No. 227 of 2024 has been filed by the petitioner, Manipur Cycling Association, challenging the impugned letter dated 18-03-2024 issued by the Cycling Federation of India disaffiliating Manipur Cycling Association from the national federation and vide order dated 22-03-2024, this Court stayed the impugned order and the interim order has been extended from time to time. The petitioner filed MC(WP(C)) No. 822 of 2025 for allowing the association to send the players selected on 05-11-2025 for participation in the National Meet to be held at Shambalpur, Odissa from 2nd - 6th December, 2025. [3] On 14-11-2025, when the matters were taken up for consideration, Mr. P. Tamphamani, learned counsel for Cycling Federation of India, informed this Court that many representations had been submitted by the players about their non-participation in the trial selection held on 05-11-2025 due to lack of wide publicity. In the circumstances and without expressing any opinion on the selection done on 05-11-2025 and as the team from Manipur is to be sent through this Court, this Court constituted a committee headed by Manipur Olympic Association consisting of the representative of Directorate of Youth Affairs and Sports, representative of Manipur Cycling Association and representative of Cycling Federation of India for conducting a fresh trial selection on 17-11-2025 and directed to submit a report to this Court. It was also stated that since the last date of submission was fixed on 15-11-2025, the date for selection of team from Manipur was extended by this Court till 21-11-2025. [4] Mr. Kh.
Tarunkumar, learned senior counsel for the petitioner, submits that the selection list dated 05-11-2025 issued by the Manipur Cycling Association is prepared on the basis of the 4th Governors Cup Manipur State Cycling Championship held from 30th October to 4th November, 2025. It is also pointed out that there was wide publicity for the State Meet and it is also specially mentioned that the State team will be selected on the basis of the performance of this tournament. Learned senior counsel also further states that the application, i.e. MC(WP(C)) No. 822 of 2025 was filed on 12-11-2025 seeking leave of this Court to send a team selected vide order dated 05-11-2025. It is pointed out that the alleged complaints submitted by some left over players are all dated 13-11-2025
alleging that no trial selection was conducted for selecting Manipur State team. Considering the representations submitted by some of the players, this Court constituted the above committee in the order dated 14-11-2025. However, it was recorded in para 8 of the order that this Court did not express any opinion on the nature and validity of the selection made vide order dated 05-11-2025 and the exercise of constituting a retrial committee was to have an inclusive team. In pursuance of the direction passed by this Court in the order dated 14-11-2025, the Manipur Olympic Association has constituted a five members team comprising of representatives from Manipur Olympic Association, Manipur Cycling Association, Cycling Federation of India, Directorate of Youth Affairs and Sports vide memorandum dated 15-11-2025 and also constituted a technical committee comprising of 20 members who are ex-players, coaches and office bearers of various cycling association of Manipur. The committee so constituted by Manipur Olympic Association on the direction of this Court also invited all the committee members to represent in the trial selection to be held on 17- 11-2025. It has been informed that the Manipur Cycling Association has refused to participate in the selection list held on 17-11-2025. The petitioner- association, i.e. Manipur Cycling Association did not participate in the selection meet held on 17-11-2025 as they had already made selection on 05-11-2025.
The Joint Secretary (i/c Secretary General), Manipur Olympic Association forwarded a letter dated 17-11-2025 addressed to the Registrar (Judicial) of this Court consisting the names of 22 players for participation in the 30th National (Senior, Junior & Sub-Junior) Road Cycling Championship to be held at Shambalpur, Odissa from 2nd - 6th December, 2025 and for passing appropriate order in terms of the order dated 14-11-2025 and for
forwarding this list for participation in the National Meet to be held from 2nd – 6th December, 2025. [5] Mr. Kh. Tarunkumar, learned senior counsel for the petitioner, submits that the petitioner has preferred a writ appeal against the order dated 14-11-2025 passed by this Court in MC(WP(C)) No. 822 of 2025 and the connected matters for holding a retrial on 17-11-2025 and the writ appeal is likely to be listed tomorrow, i.e. 20-11-2025. [6] It is clarified that this order shall be subject to the outcome of writ appeal. It is also clarified that this Court does not express any opinion on the merit of the writ petition pending before this Court about the disaffiliation of the petitioner-association and the order in MC(WP(C)) No. 822 of 2025 is passed only for the purpose of sending a team from Manipur in 30th National (Senior, Junior & Sub-Junior) Road Cycling Championship to be held at Shambalpur, Odissa from 2nd - 6th December, 2025. Committee is directed to forward the names of players and officials selected by it on 17-11-2025 to the organizer with copies of orders dated 14-11-2025 and this order dated 19-11-2025. [7] MC(WP(C)) No. 822 of 2025 is disposed of in terms of the above observation. [8] List the remaining matters on 25-11-2025. [9] Furnish a copy of this order to the learned counsel appearing for the parties in the course of the day by Whatsapp/e-mail or any other available modes.
[10] Interim order passed in the main writ petition is extended until further orders. JUDGE Victoria
