Challenge in the present petition is the order dated 07-06-2025 passed by the Joint Director, Education Division Bilaspur, by which the services of the petitioner has been transferred from Govt. Middle School Raliya, Block Digitally signed by MOHAMMAD AADIL KHAN 2 Masturi, District Bilaspur to Govt. Middle School Chamari, Block Mungeli, District Mungeli under the Rationalization Instructions dated 02-08-2024. 2. Learned counsel for the petitioner would submit that the petitioner is a teacher (science) and in the place where he was transferred there is already a teacher posted in science subject and therefore, transfer of the petitioner who is also a science teacher would lead to overstuffing of the teacher for the same subject at the new school. He would also submit that there is no list of excess teacher in Govt. Middle School Raliya showing name of the petitioner before the counseling. 3. However, from perusal of the writ petition it transpires that no any document has been filed by the petitioner supporting the contention made in the writ petition except the transfer order dated 07-06-2025 (Annexure-P/1). Further, the Joint Director, Education Division Bilaspur has also not been made as a party respondent in the present petition. With regard to transferring of the petitioner from Govt. Middle School, Raliya to Govt. Middle School Chamari, the petitioner could not demonstrate any violation of policy of Rationalization Instructions by submitting necessary documents in the writ petition.
