8. W.P.No.20875 of 2024 is filed for not releasing the amount of Rs.94,40,000/- to the petitioner for the execution of the work vide
order in Rc.No.03/W/APWMCSF/2019-19, dated 25.12.2018 issued by the respondents 2 and 3. work
9. The respondents 2 and 3 in these writ petitions are issued work orders to the petitioner for advertising campaign through pillar boards vide aforesaid impugned proceedings.

The grievance of the petitioner is that the petitioner executed the works within the stipulated time per the impugned proceedings issued by the respondents 2 and 3 in these writ petitions and as submitted the bills. The 3'^^ respondent being satisfied with the done by the petitioner, sanctioned for payments including works GST in
6 favour of the petitioner and uploaded the bills in CFMS portal immediately. Despite execution of works by the petitioner, till now the respondents have not paid any amounts to the petitioner, which is against the principles of natural justice and in violation of Article 300-A of the Constitution of India. 11. on behalf of Sri P.Sai Surya Teja, learned counsel for the petitioner. would submit that there are no disputes or complaints raised by the respondent authorities regarding the execution of the works done by the petitioner. Even after execution of the works and submission of bills in CFMS portal, the respondent authorities did not pay any amounts to the petitioner. Therefore, learned Senior Counsel sought a direction to the respondents for payment of amount to the work done by the petitioner.
Learned counsel for the respondents 2 and 3 filed counters in
12. these writ petitions by admitting the execution of the works done by the petitioner and denying the contention raised by the petitioner in the affidavit for not releasing the amount. In the counters, it is asserted that as per the citizen bill status in the CFMS portal, the respondent authorities generated the bills vide token numbers, 2018-2677096 and 2019-411009; 2018-2675874 and 2019-411237; 2018-2676379 and 2019-411238; 2018-267731 and 2019-411010; 2018-2622866 and 2019-411008; 2018-2620524 and 2019-411113; and 2018-2620886
7 and 2019-411114 respectively; which were approved by the DTA Treasury on 16.03.2019 and 08.03.2019 and when they were waiting for fund clearance, due to year end activities on 31.03.2019, the said bills were closed during the financial year 2019-2020. It is further asserted in the counter that the respondent authorities will process the bills as and when the fresh budget release order received from the Government during the Financial Year 2024-2025 and payment will be processed by the respondent authorities to the M/s.Deepthi Ads/petitioner. 13. In the entire reading of the counter affidavits, the respondents have not disputed the execution of the works done by the petition and not denied the entitlement of the amounts payable to the petitioner, therefore, this Court is inclined to dispose of these writ petitions directing the respondents to pay the admitted amounts to the petitioner, within a period of four months from the date of receipt of a copy of this order. er
