ORDER: This Writ Petition is filed under Article 226 of Constitution of India for the following relief/s:-

order or direction particularly one in the nature of writ of Mandamus declaring inaction of the respondents on the petitioner’s representation particularly dated 15.07.2025 seeking for local certificate as a special case purely on humanitarian grounds par with other similarly situated person’s is as illegal, arbitrary, biased unconstitutional against the principles of natural justice, consequently direct the respondents to issue local status certificate duly considering positively representation of the petitioner dated 15.07.2025 as a special case purely on humanitarian grounds on par with others in the interests of Natural Justice and to pass such other order orders...”
2. Heard learned counsel for the petitioner and learned counsel for the respondents. more status on the or

Learned counsel for the petitioner submits that a similar prayer was previously made in W.P.No.13111 of 2024, which was filed before this Court. The same was disposed of on 16.07.2024, with the following observations;
“19. In the above premise, this Court shall issue the following directions:- (i) The Tahsildar, Eluru Mandal (Respondent No. 3) is directed to issue digital/online Local Status Certificate with bar-code within four days from today. The mother of the Writ Petitioner may accordingly approach the Tahsildar at the earliest.
4 (ii) The Health University (Respondent No. 4) shall aid and assist the Writ Petitioner through his natural guardian (mother) to upload the digital/online Local Status Certificate with bar-code. (Hi) The digital/online Local Status Certificate with bar-code of the Writ Petitioner shall be accepted without reference to the date of issue under the peculiar facts and circumstances as a onetime measure; (iv) It is clarified that this direction shall not be treated as a binding precedent if facts and circumstances are not identical.
20. With these observations and directions, this Writ Petition stands allowed. No order as to costs.
4. Learned Government Pleader does not refute the said submission. Accordingly, the Writ Petition is disposed of, interms of the order passed in W.P.No.13111 of 2024. Respondents are directed to deliver appropriate orders interms of the guidelines enumerated supra. There shall be no order as to costs.
5. As a sequel thereto, miscellaneous Petitions pending, if any, shall stand closed.
