1 APHC010406342025 IN THE HIGH COURT OF ANDHRA PRADESH AT AMARAVATI (Special Original Jurisdiction) [3460] MONDAY,THE ELEVENTH DAY OF AUGUST TWO THOUSAND AND TWENTY FIVE PRESENT THE HONOURABLE SRI JUSTICE NYAPATHY VIJAY WRIT PETITION NO: 20742/2025 Between: Yallavula Revathi and Others ...PETITIONER(S) AND The State Of Andhra Pradesh and Others ...RESPONDENT(S) Counsel for the Petitioner(S): 1. RAMESH BABU TALLURI Counsel for the Respondent(S): 1. GP FOR SERVICES I 2. GP FOR SERVICES II The Court made the following: 2 THE HONOURABLE SRI JUSTICE NYAPATHY VIJAY WRIT PETITION NO: 20742/2025 The present Writ Petition is filed questioning the G.O.Ms.No.4 dated 19.04.2025 issued by the Youth Advancement, Tourism and Culture (Sports and Youth Services) Department and the Note in Clause 17(c) contained in Notification No.01/Sports Mega DSC-TR ( Sports Quota)-1/2025, dated 01.05.2025. 2. The principal grievance of the Petitioners is with regard to the classification of sports in Clause VI of the Government Order categorizing the sports into ‘A’ Disciplines and ‘B’ Disciplines. 3. Learned counsel for the Petitioners submits that there is no rationale in making such a classification as all the sports have to be treated equally. 4. Learned Assistant Government Pleader would submit that the Clause No.6 of the G.O.Ms.No.4 is as per Rule 2 (19) of the Andhra Pradesh State and Subordinate Rules, 1996, as amended vide G.O.Ms.No.47, dated 19.04.2025 defining “meritorious sports person”. 3 5. Learned Assistant Government Pleader would further contend that in the absence of any challenge to Rule 2 (19), which is the basis for Clause (6) in G.O.Ms.No.4, dated 19.04.2025, the present Writ Petition cannot be maintained. 6. Having heard the respective counsel, this Court is of the opinion that Clause (6) in G.O.Ms.No.4, dated 19.04.2025, is only a reflection of Rule 2 (19) of the Andhra Pradesh State and Subordinate Rules, 1996, as amended vide G.O.Ms.No.47, dated 19.04.2025, and therefore, the same cannot be faulted unless every amendment to Rule 2 (19) is challenged. 7. Accordingly, the Writ Petition is closed, leaving it open to the Petitioners to raise the issues regarding the rationality in classification of sports as amended vide G.O.Ms.No.47, dated 19.04.2025 in an independent Writ Petition. As a sequel, miscellaneous petitions, pending if any, shall stand closed. _______________________________ JUSTICE NYAPATHY VIJAY Date: 11.08.2025 eha 4 THE HONOURABLE SRI JUSTICE NYAPATHY VIJAY WRIT PETITION No.20742/2025 Dated 11.08.2025 eha
