A perusal of the impugned letter/order dated 14.12.2023 indicates that the application of the petitioner has been rejected in a cryptic manner without assigning any reason whatsoever. 3. Issue notice to the respondents. 4. Mr. Anant Kataria, DAG Haryana Punjab accepts notice on behalf of the respondent No.1. Mr. Ankur Mittal, Advocate accepts notice on behalf of respondents No.2 to 4 and submits that the impugned letter/order dated 14.12.2023 shall be withdrawn and respondent No.4 shall pass a fresh order after affording an opportunity of hearing to the petitioner. 5.
