SREENIVASA REDDY Writ Petition No.20710 of 2025 Order: This Writ Petition has been filed to declare the inaction of the Respondent No.3 in disposing of the Appeal, vide RC.No.1074/2025/CS, which was filed challenging the Rejection Order issued by Respondent No.4 for issuance of a Scheduled Tribe (SC) caste certificate (Kondadora community), through an endorsement, vide, letter No.344/2020/C-1, dated 13.10.2020 as illegal, arbitrary and violative of Articles 14, 15 & 21 of the Constitution of India and consequently, direct the Respondent No.3 to dispose of the appeal as expeditiously by fixing the time frame, stating that there is urgency and necessity for the caste certificate to enable the petitioner to avail reservation benefits and participate in the NEET - UG 2025 counselling process, considering the strict medical admission timelines. 2. The petitioner was adopted on 21.09.2017. at the age of 10 years, by one Aluru Simhachalam, resident of N. Mugala Village, Vizianagaram District, from her biological parents. The adoption was formalized through a Registered Adoption Deed issued by the Sub- 2 Registrar of Parvathipuram Mandal, the same, the petitioner's surname was changed to Aluru adopted mother's caste, Kondadora (ST), records, Aadhar Card, petitioner completed her Intermediate certificate i* Vizianagaram District.
