GP FOR SERVICES I The Court made the following: 2 THE HON’BLE SRI JUSTICE NYAPATHY VIJAY W.P.No.20747 of 2025 O R D E R: In the present Writ Petition, the Petitioner is seeking for promotion from the post of Administrative Officer to MPDO under VH disabled category by preparing a revised inter-se seniority list of Administrative Officers (AOs) working in ZPP/MPP units following rule reservations in promotions. 2. Learned counsel for the Petitioner would submit that the seniority list was prepared in the year 2021 with reference to the Administrative Officers, who were appointed up to 2016. He further submits that in the absence of any Seniority List viz a viz., the Administrative Officers promoted after 2016, there is no transparency being shown by the Department in effecting proposed promotions to the post of M.P.D.O. 3. Learned Assistant Government Pleader would submit that as of now the Department has decided to fill up only 100 vacancies and as per G.O.Ms.No.77, dated 02.08.2023 only one person with bench mark disability under VH category would be considered. It is further stated that in the instructions 3 given to the learned Assistant Government Pleader that two Visually Handicapped candidates i.e., Sri P. Jagan Mohan Rao and Smt G. Sridevi, who are working as Deputy Mandal Parishad Development Officers are seniors to the Petitioner and are in the zone of consideration and that the Petitioner is not in the zone of consideration. 4. The learned counsel for the Petitioner in reply submits that the proposed post of M.P.D.O. is a State Cadre Post, and no details of Sri P. Jagan Mohan Rao and Smt. G. Sridevi, who are said to be the seniors to the Petitioner are furnished to the Petitioner on to this Court in the instructions furnished. 5. Considering the submissions made, the Writ Petition is disposed of with the following directions: (i) The Respondents are directed to furnish the details of the date of promotion of Sri P. Jagan Mohan Rao and Smt G. Sridevi, working as Deputy Mandal Parishad Development Officers to the Petitioner before effecting promotion. 4 (ii) The respondents shall also consider the adequacy of Visually Handicapped candidates in the post of MPDO by considering promotions. (iii) The Respondents shall finalise the Seniority List of the individuals appointed after 2016 as expeditiously as possible, preferably within a period of Three (03) months.
