Ultra vires, violation of Article -14, 16, 21 and 371-D of the Constitution of India and Andhra Pradesh Educational Institutions (Regulations of Admissions) Orders, 1974 and consequently direct the respondents to consider the candidature of the petitioner as a local candidate for all the purposes of admissions in APEAPCET-2025 that is being conducted by the respondent no.4 and pass IA NO: 1 OF 2025 Petition under Section 151 CPC praying that in the circumstances stated in the affidavit filed in support of the petition, the High Court may be pleased pleased to direct the respondents to consider the candidature of the petitioner as a local candidate for all the purposes of admissions in APEAPCET- 2025 that is being conducted by the respondent no.4 and pass IA NO: 2 OF 2025 Petition under Section 151 CPC praying that in the circumstances stated in the affidavit filed in support of the petition, the High Court may be pleased may be pleased to permit the Petitioner to amend the prayer in the above Writ Petition as follows: Writ of Mandamus declaring the Government Order Vide G.O. Ms.No.20 Higher Education (EC) Department dt. 12-05- 2025 issued by the 1st Respondent made amendments in Common Entrance Test Rules, in so far Region-Wise Reservation of Seats, for the Academic Year 2025-2026 as illegal, arbitrary, ultra-virous and Violation of Artilce-371(D), 14 and 21 of The Constitution of India and consequently set aside the G.O as virus to the Article-371(D) of Constitution of India and consequently direct the Respondents to consider the candidature of the Petitioner as a local candidate for all the purposes of admissions in APEAPCET-2025 conducting by the Respondent and pass IA NO: 3 OF 2025 Petition under Section 151 CPC praying that in the circumstances stated in the affidavit filed in support of the petition, the High Court may be pleased pleased to vacate interim orders dated 31-07-2025, in W.P.No.20159 of 2025 and pass Counsel for the Petitioner: 1. GP FOR HIGHER EDUCATION SRK, J W.P.No.20159 of 2025 3 The Court made the following ORDER: This Writ Petition is filed under Article 226 of the Constitution of India seeking the following relief:- “….to issue an appropriate Writ, order or direction more particularly one in the nature of Writ of Mandamus, declaring the action of the respondents in not considering the candidature of the petitioner as local candidate for admissions in APEAPCET- 2025 for the academic year 2025-2026 in the view of G.O.Ms.No.20 Higher Education (EC) Department, dated 12.05.2025 issued by the respondent No.1 as illegal, arbitrary and consequently direct the respondents to consider the candidature of the petitioner as a local candidate for all the purposes of admissions in APEAPCET-2025 that is being conducted by the respondent No.4.” 2. Today, when the matter came up for hearing, learned Government Pleader for Higher Education submits that the issue in the present Writ Petition is squarely covered by the common order passed by a Division Bench of this Court, dated 13.08.2025 passed in W.P. No.19579 of 2025 and batch, wherein the Division Bench dismissed the similarly situated Writ Petitions. 3. Following the aforesaid order and for the reasons stated therein, the Writ Petition is dismissed. There shall be no order as to costs. Registry is directed to enclose a copy of the order dated 13.08.2025 passed in W.P. No.19579 of 2025 and batch.
