The above writ petition is filed assailing the action of respondent authorities in withholding the amount of Rs.4,45,75,640/-, despite completion of works by the petitioner i.e. (1) Improvements to the Riding Surface of Kondumur – Veldurthy from Km 0/0 to 26/4 (Working reach from Km 14/5 to 16/0 & 23/0 to 26/4) in Kurnool District (2nd Call) and (2) Improvements to the riding surface of Nannoor – Ramallakota road from Km 0/0 to 10/4 in Kurnool District. (2nd call), is illegal and arbitrary. 2. Heard Sri Ch. Venkat, learned counsel for the petitioner and learned Assistant Government Pleader for R & B, appeared for respondents 1 to 3 and

Smt. Naga Chandrika, learned Assistant Government Pleader for Finance, appeared for respondent No.4. 3.
Learned counsel for the petitioner would submit that the petitioner and the Superintending Engineer, R & B Circle, Kurnool, entered into two separate agreements for the completion of the aforementioned works. The petitioner completed the said works. However, the amount was not paid.
4. A counter affidavit was filed on behalf of respondent No.2. In para No.5, it was stated that works were executed; the bills were uploaded in NIDHI website; the same were approved by the Pay & Accounts Office, Kurnool and are awaiting fund clearance.
5. At this juncture, the learned Assistant Government Pleader for Finance would submit that since the amount was not paid before 31.03.2025, the CFMS bill ID has expired.
6. Given the facts and circumstances of the case, and since there is no dispute regarding entitlement of the petitioner qua the bills relating to the aforementioned works, the Writ Petition is disposed of at the admission stage with the consent of both the learned counsel, directing respondents 1 to 3 to upload the bills regarding the works executed by the petitioner, within one (01) month from today. After uploading the bills, respondent No.4 shall ensure release of the amount to the petitioner, within three (03) months thereafter. No
order as to costs. As a sequel, pending miscellaneous petitions, if any, shall stand closed.
