2. Heard the learned counsel appearing for the parties.
3. In this writ petition, the grievance of the petitioner is regarding the non-mutation of his name

in respect of the subject land. The petitioner seeks issuance of a writ of mandamus directing the respondent-authorities to mutate his name in terms of the registered Gift Deed dated 23.01.2025 (Annexure– A).
4. Upon careful examination of the writ papers, it is evident that a writ of mandamus would not lie in the absence of a prior demand and refusal by the competent authority.
5. In view of the same, the petitioner is granted liberty to submit a detailed representation along with all relevant documents to respondent No. 2, seeking change of the khata in respect of the subject land. If such a representation is submitted within two weeks from the date of receipt of this
order, respondent No. 2 is directed to consider the same and pass appropriate orders in accordance with

law, within an outer limit of three months from the date of receipt of the such representation. With the above observations, the writ petition is
disposed of.
