[1] Present Mr. Tungrei Ngakang, learned counsel for the petitioner; Mr. Samarjit H., learned Government Advocate for State respondent Nos. 1, 3 & 4; and Ms. Julekha Khan, learned counsel for respondent No. 2. [2] As per mediation report, the parties have settled the matter vide proceedings of mediation dated 21-08-2025. Mediation proceedings are recorded as follows:—

Sir, With reference to your Notification dated 18th August, 2025, I have conducted mediation with regard to the above referred case. In this regard, I am submitting the Report of Mediation. Mediation was held on 19-08-2025. no. 1 by authorised official and remaining respondents represented by their counsel were present. The counsel for petitioners apprised that the relief sought for in the writ petition has already been complied with by the authority concern. Whereas, the respondent did not raise any objection to the submission of petitioners' counsel and requested the matter may be referred to the referral court for passing appropriate order by considering submission of the petitioners' counsel. I have prepared the submission of both the parties present in the mediation in another sheet and the parties have executed the same (Copy enclosed). It is therefore, informed you that the matter is settled amicably between the parties and requested the matter may be referred back to the Hon'ble High Court of Manipur for disposal of the case in terms of submission of the petitioners' counsel. The prayer as sought for in the writ petition is to direct the respondents to provide the alternative way for the petitioners with a uniform wide of 15ft. and pay the compensation amount of Rs. 18,00,000/- (Rupees eighteen lakhs only) for causing irreparable loss and suffering to the petitioners due to the arbitrary, discriminatory, illegal and highhanded act with interest from the date of filing the writ petition. The case has been referred to High Court Mediation Centre for mediation. WP(C) No. 259 of 2022
Mediation was held on 19-08-2025 at High Court Mediation Centre. During mediation the petitioners did not appear in person however represented by their counsel namely, Tungrie Ngakang, Advocate, Respondent No. 1 by authorized official namely, Lokeshor Brahmacharimayum (JS/LR), Respondent No. 3 and 4 represented by Deputy Government Advocate namely W. Niranjit Singh, Advocate and Respondent No. 2 represented by counsel namely Kh. Maria, Advocate Jr. to Kh. Tarunkumar, Sr. Advocate were present. The counsel for petitioners submits that the relief sought for in the writ petition has already been complied with by the concerned authority. Whereas, the respondents have not raised any objection to the submission of the petitioner and requested the matter may be referred to the referral court for passing an appropriate order by considering the submission of the petitioner’s counsel.
