The petitioner by means of the present writ petition has assailed the orders dated 04.01.2025 and 07.02.2025 passed by the District Inspector of Schools, Jalaun at Orai. 3. Challenging the aforesaid orders, learned counsel for the petitioner has contended that the District Inspector of Schools before passing the orders impugned has not given any notice and opportunity of hearing to the petitioner inasmuch as the order impugned has been passed in violation of principles of natural justice. 4. Be that as it may, the order impugned dated 07.02.2025 shows that no notice and opportunity of hearing was afforded to the petitioner before passing the same. Learned counsel for the respondents also could not disclose from the record that any notice or opportunity of hearing was given to the petitioner before passing the order dated 07.02.2025. In such view of the fact, the order dated 07.02.2025 of Single Operation cannot be sustained in law. 5. So far as the order dated 04.01.2025 is concerned, the respondent no.4 has only recommended for appointment of an Authorised Controller in the College and referred the matter to the Joint Director of Education, Jhansi Division, Jhansi which order does not prejudice the petitioner. 6. It is provided that the Joint Director of Education, Jhansi before proceeding to take any decision for appointment of Authorised Controller in view of the recommendation of the District Inspector of Schools dated 04.01.2025 shall give due notice and opportunity of hearing to all the concerned parties before passing any order. 7.
