ORDER 04.11.2025 Heard Mr. N. Pada, learned counsel for the petitioners. Also heard Mr. P. Sangeeta, learned Government Advocate for the State respondent No.1.
2. By filing this writ petition, the petitioners have challenged the impugned common appointment order dated 25.03.2025 issued by respondent No. 3, i.e., the Director, State Forest Research Institute (SFRI), Government of Arunachal Pradesh, by which 14 persons have been engaged as contingency workers and posted at different places in Arunachal Pradesh.
3. The contention of the petitioners is that there is a procedure/guideline for engagement/appointment of contingent/casual employees, which cannot be bypassed casually without following the due process of law. There is a standing Government
order issued by the State Government through the Joint Secretary to the Government of Arunachal Pradesh on 25.04.2025, wherein it is provided that upon creation of contingent or casual posts, or on occurrence of vacant contingent/causal posts, the appointing authority shall advertise the posts and select the candidates on the basis of their performance and merit in the written test through a Departmental Selection Committee under the common examination scheme notified in the year 2006.
4. However, at this stage, learned counsel for the petitioners submits that he is not pressing for any other prayer made in the writ petition. He submits that the petitioners have submitted a joint representation before the respondent No.2 against the appointment of 14 contingency staffs by respondent No.3 on 08.09.2025, and further submitted that he has a limited prayer that this writ petition may be disposed of by directing the respondent No.2 to dispose of the above representation dated 08.09.2025 submitted before him.

5. Ms. Sangeeta, learned Government Advocate, has submitted that to the extent of disposing of the writ petition with a direction being issued solely for the disposal of the representation submitted by the writ petitioners, she has no objection.
6. In view of the above, and as agreed by the parties, this writ petition is disposed of at the motion stage itself, with a direction to the respondent No. 2 to dispose of the representation dated 08.09.2025 submitted by the writ petitioners against the appointment of 14 contingent staff by respondent No. 3, within 30 days from the date of receipt of the certified copy of this order.
7. In terms of the above, this writ petition stands disposed of. JUDGE Comparing Assistant
