Sundar, CJ) 21.11.2025 [1] Captioned matter was mentioned at ‘half past ten’. [2] Ms. Sirawon, learned counsel on record for the PIL petitioner and Mr. Thanyomi Keishing, learned State counsel are before this court in the physical Court. Mr. S. Vijayanand Sharma, learned Senior Panel Counsel for Central Government(Sr. PCCG) for respondent Nos. 1 to 3 is before us on the V.C. platform. [3] Ms. Sirawon, learned counsel on record for the petitioner sought leave of this court to withdraw the captioned matter (main PIL and the MC thereat) and made a further plea to preserve all rights and contentions of the PIL petitioner to come back to this Court with a fresh petition on the same issue. [4] Learned counsel on record for the PIL petitioner submitted that certain errors have crept in particularly, with regard to implementing authorities JOHN TELEN KOM Digitally signed by JOHN TELEN KOM Date: 2025.11.21 15:12:07 +05'30' and that has necessitated request for withdrawal with liberty to come back to this Court. Request of petitioner acceded to. [5] A scanned reproduction of endorsement made by the learned on record for the petitioner in the case file is as follows: [6] In the light of the narrative thus far, captioned main matter i.e. PIL and MC thereat are disposed of as withdrawn/closed albeit with preservation of rights of the PIL petitioner in the aforesaid manner(to noted, rights and contentions of any other person concerned for subject matter/issue qua this matter will also stand preserved).
