There is no representation on behalf of the petitioners(s). Kaul have retired from service after completing their respective service tenure. The matter pertains to the year 2002 and as such, the contention of learned counsel for the respondents appears to be creditworthy. Moreover, there is no one present in Court on behalf of the petitioners to controvert the statement made by learned counsel for the respondents. In view of the above, the exercise that remains in the present case is only academic and no real purpose would be served on account of efflux of time. Disposed of as having been rendered infructuous while keeping the question of law open. Liberty is, however, granted to the petitioner(s) to seek revival of the present petition in case any grievance still subsists.
