This petition was instituted alleging deliberate and willful disobedience of the Page No.# 2/2 order of this Court dated 16.07.2015 passed in WP(C)/3958/2011. In this petition which is pending since the year 2019, there has been lack of representation on behalf of the petitioner. In the previous occasions, namely, 25.05.2022 and 08.05.2023, none had appeared to represent the petitioner. Even on the last occasion i.e. 06.08.2024, Shri Chistie, learned Standing Counsel, Secondary Education Department had submitted that the incumbents who are made parties have retired and he had also given the names of the new incumbents.
