Hon’ble Shri Justice Arvind Kumar Verma Order on Board 17.07.2025
1. By way of this petition, the petitioner is seeking for the following reliefs:-
“a. It is prayed that this Hon’ble Court may kindly be pleased to issue appropriate writ directing the respondent no. 3 to decide the representation as submitted by the petitioner on 10.10.2022 and thus take appropriate action as per law. ALFIZA BAIG Digitally signed by ALFIZA BAIG Date: 2025.07.18 10:43:21 +0530
2 b. Any other relief, which this Hon’ble Court, may deem fit and proper, in the facts and circumstances of the case.”
2. Learned counsel for the petitioner contended that the representation made by the petitioner discloses serious incidents of misappropriation of funds along with documentary evidence. Hence, a detailed enquiry ought to be made on the sheer waste of public money by the Officers responsible. However, the representation has been pending before the respondent no. 3 for more than 2 years, without any outcome of acceptance or rejection or any enquiry into the allegations levelled therein. 3. On the other hand, learned counsel for the State opposes the relief sought by the learned counsel for the petitioner by way of this petition by stating that the petitioner has an alternative remedy to redress his grievances. 4. I have heard learned counsel for the respective parties, perused the record with utmost circumspection. 5. Taking into consideration to the fact, this Court finds that the relief sought by the petitioner cannot be granted as he is not an aggrieved person in the matter. He has filed this petition in order to seek general relief for the general public.
Hence, at present it shows that it is like a PIL. There is no locus standi. The present petition deserves to be and is hereby dismissed. 6. Accordingly, the present petition stands dismissed. Certified copies as per rules. sd/-
