Heard learned counsel for the petitioner and Shri Archit Mandhyan, who appears for the contesting respondents. 2. The writ petition has been filed seeking the following relief:- "Issue a writ, order or direction in the nature of certiorari to quash the Auctions Proceedings dated 7.3.2025 which was passed by respondent no. 2 & 5." 3. It is the case of the petitioner that proceedings for allotment of shops were initiated by the respondents in the year 2011, however, these proceedings were never finalized. 4. It is true that some deposits have been made by the petitioner but this was for the area in front of the shops. Since earlier proceedings were not finalized, fresh auction notice was issued. 5. Learned counsel for the petitioner has not been able to dispute that earlier auction proceedings were never finalized. 6. Under the circumstances and in the interest of justice, we dispose of the writ petition directing the respondents to permit the petitioner to participate in the auction and in case he is successful, to adjust the deposit, if any, made by him earlier and in case the petitioner is unsuccessful, the deposit made by him shall be refunded to the petitioner. 7. Subject to the above observations, this petition stands disposed of.
